ARRA Spending Through the GSA Schedule

 
The American Recovery and Reinvestment Act (ARRA) of 2009 is a $787 billion economic stimulus package. Nearly thirty-five percent of this money, $275 billion, will be distributed in the form of contracts, grants, and loans. Due to time constraints placed on the spending of funds, it is predicted many agencies will turn to established contracts, such as the GSA Schedules, to spend Recovery Act funding. The following charts have been put together - based upon recipient reported data on Recovery.gov - to provide contractors with information on the amount of Recovery Act funding being spent under the GSA Schedule program.
 
Figure 1 illustrates the distributuion of ARRA contract dollars across the GSA Schedules during the fourth quarter of fiscal year 2009. Schedule 874, Mission Oriented Business and Integrated Services (MOBIS), and Schedule 70, Information Technology (IT), received the largest amount of ARRA dollars. Schedule 874 provides training and consulting services including: management and strategy consulting, survey and facilitation services, and acquisition management and support. Schedule 70 is by far the largest GSA Schedule in terms of overall sales and the number of contractors holding the Schedule. With the Recovery Act’s focus on infrastructure development and enhancement, it is not surprising to see Schedule 871, Professional Engineering Services (PES), and Schedule 56, Building Materials, receiving the next largest distributions of ARRA dollars.
 
The Recovery Act also places a strong emphasis on renewable energy and the “greening” of federal buildings. Look for an increase in contract awards under Schedule 03FAC, Facilities Maintenance and Management, over the next few years as it includes energy management, water conservation, and support services.
Below, figure 2 details the total dollar amount of ARRA funded contracts awarded under each GSA Schedule. During the three month period between July 1 and September 30 2009, nearly $170 million in ARRA funds were awarded under the GSA Schedules. Over thirty percent of this money was awarded under the MOBIS Schedule, and over 25% through the IT Schedule.
 

GSA Schedule Contract Holders

In order to accept Recovery Act orders under the GSA Schedule Contract, GSA Schedule Contract holders must accept the mass modification, FX75, issued by GSA. Contractors who do not accept this modification will still be able to accept Recovery Act orders; however these orders cannot be placed through the GSA Schedule Contract. Enhanced Oversight of State and Local Economic Recovery Act

Currently awaiting Senate approval, the Enhanced Oversight of State and Local Economic Recovery Act would allow state and local government to utilize the GSA Schedules for ARRA funded purchases. While Cooperative Purchasing enables state and local government to make any purchase under the GSA IT Schedule 70 and the GSA Security Schedule 84, this bill would open up all of the GSA Schedules to Recovery Act spending.
