Commercial Satellite Communications & GSA

In 2009, DISA and GSA began a collaborative effort to not only replace a number of expiring satellite communications contracts, but to simplify the acquisition process. A major component of the plan involved incorporating COMSATCOM solutions into the GSA Information Technology (IT) Schedule 70 Contract.

There are currently two COMSATCOM subcategories, or Special Item Numbers (SINs), under the GSA IT Schedule 70 Contract:

  • SIN 132-54, COMSATCOM Transponded Capacity: includes owning/operating or reselling dedicated bandwidth and power on a communications satellite in any available COMSATCOM frequency band.
  • SIN 132-55, COMSATCOM Subscription Services: includes COMSATCOM Subscription Services consisting of pre-existing, pre-engineered Fixed Satellite Service and/or Mobile Satellite Service solutions, typically including shared or dedicated satellite resources, ancillary terrestrial components, and Contractor specified networks and equipment, in any available COMSATCOM frequency band.

 

What is the GSA IT Schedule 70 Contract?

GSA Schedule Contracts, including the GSA IT Schedule 70, contain pre-negotiated pricing, terms, and conditions, which serve to streamline the government sales process. A GSA Schedule Contract can be used to sell to federal, state, and local government customers. Agencies often prefer to purchase through the GSA Schedule Contract because it shortens the buying cycle and reduces the agency’s administrative responsibilities.

 

COMSATCOM Sales Through GSA

In fiscal year 2015, agencies spent nearly $390 million on COMSATCOM solutions through the GSA IT Schedule Contract. While nearly 75% of total COMSATCOM sales were through the Transponded Capacity SIN 132-54, COMSATCOM Subscription Services, SIN 132-55, experienced a 43% increase in sales from fiscal year 2014 to 2015.
