GSA FASt Lane Program

Reducing Modification & Award Approval Times

In April, GSA announced the FASt Lane Program for GSA IT Schedule 70. FASt Lane is designed to reduce the approval time for GSA IT Schedule 70 Contract Awards and contract modifications, providing GSA’s customer agencies with better access to new and emerging technologies.

GSA-FASt-Lane-ProgramFASt Lane looks to approve modifications in 48 hours or less and process new offers in as few as 45 days.  While policy and practice do not always align, we are seeing the FASt Lane program meet and in some cases exceed expectations.

As of right now, the FASt Lane program only applies GSA IT Schedule 70 Contract offers and modifications where the contractor is participating in certain initiatives. The list of qualifying initiatives is subject of change, but currently includes the list below.

  • Health IT SIN
  • Cloud Services SIN
  • Cybersecurity Solutions
  • Agile Delivery Services BPA
  • Army Contracting Command (AMCOM) Express
  • Agile Delivery Services Blanket Purchase Agreement (BPA)
  • DHS Continuous Diagnostics and Mitigation (CDM) BPA
  • Governmentwide Strategic Solutions for Laptops and Desktops
  • National IT Commodity Program
  • Navy SPAWAR Enterprise Agreement Project
  • Other customer initiatives that may arise

The FASt Lane program may remind some government contractors of the short-lived MAS Express Program. The MAS Express Program was established in 2007 and only applied to new offers under select SINs, but across multiple GSA Schedules.

While the FASt Lane program is just a few months old, it is off to a strong start. According to an article in FCW, the trial version of FASt Lane included 44 companies and the average processing time was taken down to 29 days from the standard 110 days. Approximately 35% of participants received a contract award in less than 20 days.
