Who’s Who – Following Changes at GSA

If you’ve been following GSA news recently, you may have noticed a number of stories about changes in personnel.  A combination of moves, transitions, and retirements within the General Services Administration warrants a brief roundup of who’s heading where.

On the heels of the GSA-OPM merger announcement, we learned that David Vargas, formerly a director at OPM will be moving to GSA’s Service Management Office.  It was also confirmed that Beth Angerman will become the permanent principal deputy associate administrator at the Office of Government-wide Policy after holding the position as acting – for the past 6 months.

The Federal Acquisition Service (FAS) will be losing Joanne Collins-Smee at the end of August.  Joanne Collins-Smee has worked with GSA for the past year as a leader of the Centers of Excellence effort and was even recognized for that work with a 2018 Federal 100 award.

That vacancy with FAS will be filled by Kelly Olson.  Kelly Olson has prior experience with the Technology Transformation Service and will now work as the acting director as well as deputy commissioner of FAS.

GSA will be faced with replacing the assistant commissioner of the Office of Information Technology Category (ITC) within FAS when Kay Ely retires.  She will transition out of the position to a task force assisting with the GSA-OPM merger before her retirement at the end of the year.

The Office of Products and Programs in GSA will see Matt Goodrich become the new acting assistant commissioner.  Matt Goodrich’s previous position within GSA was as the director of the Federal Risk and Authorization Management Program. Stepping into the position is Ashley Mahan, coming from her current role as Chief Evangelist for FedRAMP.  Ashley Mahan will also be tasked with serving as acting director of TTS’s Secure Cloud Portfolio when the current director joins the White House Leadership Development Program in October.
