Planning is in the works for a contract to replace GSA’s One Acquisition Solution for Integrated Services (OASIS) Contract. To date, OASIS has accounted for more than $35 billion in sales. OASIS sales have increased steadily since the contract’s launch, starting at $600 million in fiscal year 2015 and surpassing $10 billion last fiscal year. As a governmentwide contract, any federal agency can purchase services under the OASIS Contract. In fiscal year 2020, the Air Force Materiel Command accounted for the highest total awards under OASIS, followed by the Army, GSA, and the Air Force.

Background on OASIS

If your company provides non-IT professional services to the federal government, there is a good chance you have heard of the GSA OASIS Contract. GSA first awarded the OASIS Contract in 2014, after two years of planning and development.

Like the GSA Multiple Award Schedule (MAS) Contract, OASIS is a governmentwide multiple award, indefinite delivery/indefinite quantity (IDIQ) contract administered by GSA. Unlike the GSA MAS Contract, OASIS allows for both commercial and non-commercial purchases for all contract types. OASIS Follow-On/GSA’s New Services IDIQ Contract

As we approach the 2024 end date for OASIS, GSA is releasing more information on the new IDIQ contract that will replace OASIS. Our team here at FEDSched has been following the progress of the new services IDIQ, which has also been referred to as the Best-in-Class Multi-Agency Contract or BIC MAC. Earlier this month, we attended GSA’s virtual industry day, where GSA shared the latest information on the new services IDIQ, including the feedback received from the first Request for Information (RFI).

What We Know About GSA’s New Services BIC MAC

Below are a few highlights on the proposed new services contract. Keep in mind, GSA is still in the RFI stage and stressed that details regarding the new contract may change as the agency receives additional feedback from industry and agency customers.

• While the new IDIQ has been referred to as BIC MAC, BIG MAC, Next Generation Services IDIQ, and OASIS 2, GSA has not yet settled on an official contract name.
• Like OASIS, the new IDIQ is intended to be a Best in Class (BIC) solution.
• The new IDIQ is intended to complement GSA’s MAS Contracts, which do not allow for the “full spectrum of acquisition strategies”. This means that, like OASIS, the new IDIQ will allow for all contract pricing types, as well as non-commercial services or a mix of commercial and non-commercial services.
• Unlike OASIS, the new IDIQ may have open enrollment with no cap on awardees.
• Despite feedback from industry and agency customers, the new IDIQ will likely be a separate IDIQ contract for each socio-economic status:
  • 8(a) Small Business
  • HUBZone Small Business
  • Service-Disabled Veteran-Owned Small Business
  • Total Small Business
  • Woman-Owned Small Business
  • Unrestricted
• Instead of Pools like OASIS, the new IDIQ will group service offerings within Domains that follow a category management structure.
• While most GWACS have a 10-year period of performance, GSA is considering a longer term for the new IDIQ.

BIC MAC Estimated Timeline

• Second RFI: Late May/Early June Published on June 2, 2021 here.
• Draft RFP: Early Throughout Fiscal Year 2022
• Final RFP: Fiscal Year 2022 2023 (Dependent on Feedback from Draft RFP)

What Companies Should Consider Pursuing the New Services Contract?

According to GSA, agency customers say they like using GSA IDIQs because they know companies are qualified. GSA would like to build upon this confidence with the new IDIQ. With agency customers in mind, the new IDIQ is not intended to be an entry level contract; companies with little government experience will not necessarily qualify.

The type of services that can be offered through the new service contract is still under deliberation. The list below includes initial concept domains. While GSA plans to broaden the scope of services under the new IDIQ, IT services are not under consideration while other IT focused IDIQs exist. Companies will have the opportunity to provide feedback on proposed domains when the second RFI is released.

How Can Your Company Prepare for the OASIS Replacement BIC MAC?

During this early stage of planning, companies can best prepare by staying informed.

• Set an alert on SAM.gov to receive notices of any draft RFPs.
• Register on GSA’s Interact site and subscribe to the Professional Services Category group.

While the new IDIQ Contract will not likely require companies to have a Cybersecurity Maturity Model Certification (CMMC), it may be a requirement at the task order level, so companies should prepare for CMMC in advance.

GSA Services MAC Updates

June 2022 Update

GSA announced a final name for the OASIS follow-on contract that was most recently referred to as the Services MAC. OASIS Plus (OASIS+) will be the contract’s official name moving forward. View GSA announcement here.

May 2022 Update

GSA released Section L, Solicitation Instructions, and Section M, Evaluation Criteria, of the draft RFP for the Total Small Business set-aside Services MAC this month. GSA noted that the other IDIQ contracts will have very similar criteria with a few changes to account for the specific socio-economic status (e.g woman-owned, unrestricted, etc.).
