Keeping Up with GSA
Is your company keeping up with all the recent changes at GSA? Below is a quick summary of three significant changes impacting GSA contractors right now. While the new EPA Clause impacts all GSA Multiple Award Schedule (MAS) contractors now, TDR and FCP are being implemented on a rolling basis.
➲ New Economic Price Adjustment (EPA) Clause
Who is Impacted: All prospective and existing GSA MAS Contract Holders are impacted by the new EPA clause that was rolled out with Refresh 29 in August.
How Contractors Are Impacted: The Economic Price Adjustment clause sets the parameters for when and how contractors can update GSA Contract pricing. The new EPA Clause permanently removes certain EPA restrictions that had been suspended since 2022 in response to inflation and changing market conditions.
When: The new clause will be incorporated into existing GSA MAS Contracts upon acceptance of the Refresh 29 mass modification. All existing GSA contractors will also need to submit a Revise Terms and Conditions modification to implement the EPA method/mechanism in accordance with the new GSAR 552.238-120.
The timing of this modification will vary. However, at minimum, contractors must submit the modification prior to a contract renewal option or the submission of any addition or EPA modifications.

➲ Transactional Data Reporting (TDR)
Who is Impacted: All companies with a GSA MAS Contract that includes one or more TDR SINs are now required to participate in TDR. To see if your contract is impacted, search TDR SINs here or search your contract number here. GSA intends to make TDR mandatory across all GSA MAS Contract SINs. So, even if your contract is not impacted now, it may be over the next few months. VA Schedule Contracts are not subject to TDR.
How Contractors Are Impacted: If your GSA Contract includes one or more of the 165 TDR SINs, you must opt-in to TDR by submitting a “Participate in TDR” modification. Once effective, you will be required to submit detailed, monthly sales reports, and you will no longer be subject to the Price Reduction Clause (PRC). Learn more here.
When: Companies with a TDR SIN who do not already participate in TDR were required to submit a Participate in TDR modification by September 15th. If you have missed this deadline, you should submit the modification as soon as possible to avoid potential issues moving forward.

➲ FAS Catalog Platform (FCP)
Who is Impacted: All GSA MAS Contract holders are being transitioned to the Federal Acquisition Service (FAS) Catalog Platform (FCP) on a rolling basis. While most GSA changes do not impact VA contractors, there are plans to eventually transition VA Schedule Contracts to FCP.
How Contractors Are Impacted: FCP automates GSA Advantage updates and also changes how most modifications are submitted. Contractors are required to complete a baseline modification to make the transition to FCP. Post-transition, contractors will utilize the FCP platform in conjunction with eMod to make certain contract updates.
When: When your contract is set to transition to FCP, you’ll receive an email from GSA regarding the details and timing. The email will be sent to the authorized negotiator(s) on your contract from [email protected]. Make sure your authorized negotiators are up to date!
