When Will Refresh 20 Be Released?
GSA Solicitation Refresh 20 was issued today, Monday, April 15th.
What is Changing with Solicitation Refresh 20?
GSA Refresh 20 includes several changes to the new offer instructions and Price Proposal Templates (PPTs), as well as the incorporation of clause and provision updates, as needed, through Federal Acquisition Circular (FAC) 2024-04 and GSAR Change 178. Below is an overview of Refresh 20 changes.

Offer Instruction Updates
In addition to updating links and page titles, GSA Refresh 20 includes the following under the “Instructions Applicable to All Offerors”:
- Updated language to reflect the Refresh 18 change to sales criteria requirements.
- Addition of language addressing instructions for offerors who had a previous GSA MAS Contract expire or cancelled due to non-compliance.
- Addition of language stating contractors must provide a status for each order line within the specified number of days established as the “Normal Delivery Terms’ of the contract.
- Removal of language regarding page limits for Relevant Project Experience, since this information is completed within field in eOffer.
- Addition of language that states Commercial Off the Shelf (COTS) and commercial type products can only be published for sale on GSA Advantage OR to the text file posted on GSA Advantage — they cannot be posted in both locations.
Price Proposal Templates
Like most recent refreshes, Refresh 20 includes various updates to the Price Proposal Templates (PPT). These updates include the addition of instructional language to both the Products PPT and the Services & Training PPT. Additionally, the Product PPT now includes two new tabs for Options and Accessories, as well as a new column on all tabs for “Base Product or Accessory.”
Letter of Supply for Ink and Toner Products
As of Refresh 20, the Letter of Supply requirements for ink and toner products will no longer include the following language:
- Manufacturers listed on the Business Solutions Association (BSA) website are part of the Dealer Authorization Program.
- A roster of wholesale agents and dealers segregated by manufacturer can be found on the BSA website. [Vendor] may also inquire with the manufacturer for information regarding its authorization status.
Grounds Maintenance SIN 561730 Revision
The SIN description for Grounds Maintenance now includes snow removal.
Furniture Large Category Note
The attachment for the Furniture Large Category will now include the following note under the General Requirements section:

HACS & IT Financial Management Notes
GSA Refresh 20 includes minor changes to just two Special Item Numbers (SINs) under the IT Large Category.
- The Highly Adaptive Cybersecurity Services (HACS) SINs now includes a note and link regarding requirements for the HACS oral technical evaluation.
- One of the templates associated with the Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services SIN 518210FM has been updated. “Various use cases” within the OCD Execution Plan have been updated.
Order-Level Materials SIN Instructions
The Order-Level Materials (OLM) SIN is only available to GSA MAS contractors who hold SINs under specific Subcategories. While Refresh 18 added Transportation of Things as the 60th Subcategory eligible for OLM, Refresh 20 will revise the OLM SIN instructions to reflect that change.
Environmental Services Climate Change Inclusion
- The Environmental Services Subcategory instructions now include a note stating that the Subcategory may be used “to fulfill a broad range of Environmental services to include planning for and response to environmental issues including climate change.”
- Descriptions for the following SINs will be updated to include climate change:
- Environmental Consulting Services, SIN 541620
- Environmental Remediation Services, SIN 562910REM
- Environmental Remediation Services – Multiple Industries, SIN 562910RMI
Air Charter Services SINs SOWs
The Statement of Works (SOWs) have been revised for the following to SINs “to account for changes in safety requirements for U.S. Commercial Air Carriers (i.e., Safety Management Systems (SMS), SMS Inspection Certifications, safety requirements for Rotorcraft).”
- Air Charter Services Brokers, SIN 481211B
- Air Charter Services Owner Operated, SIN 481211O
