What You Need To Know About OASIS
GSA released the highly anticipated final RFP for the OASIS contract on July 31, 2013. Officially named, ‘One Acquisition Solution for Integrated Services’, OASIS is a government-wide acquisition contract administered by the General Services Administration. The OASIS contract is designed to provide agencies with one solution to procure integrated professional services including: management consulting, program management, financial management, engineering, and scientific services.

History Behind OASIS
Recognizing the need for agencies to procure non-IT services through a convenient contract vehicle, GSA created OASIS. While agencies can procure professional services through GSA’s Multiple Award Schedules Program, OASIS differs in that it consists of standardized labor categories and allows for all contract types at the task-order level, including cost-reimbursement and cost plus contracts.
OASIS Contract Breakdown
OASIS consists of 28 NAICS Codes and 6 NAICS Code Exceptions that are grouped into 7 Pools. Each Pool will be a MA-IDIQ task order contract. GSA is expected to award a maximum of 40 contracts per Pool.
The following professional services are covered under the 7 OASIS Pools:
- Management Consulting
- Program Management
- Financial
- Logistics
- Engineering
- Scientific
A company may only submit one proposal. However, within that proposal, a company may apply for more than one Pool, if qualified. To qualify for a Pool under the unrestricted solicitation – among other requirements – a company must have performed 3 Pool Qualification projects under at least one of the NAICS Codes or NAICS Code Exceptions that corresponds with the Pool. The small business set-aside solicitation requires 2 projects to qualify for a Pool.
OASIS Contract Requirements
Below is a listing of just a few items contractors will be required to maintain if they are awarded a GSA OASIS Task Order Contract:
- OASIS Webpage Compliant with Section 508
- Attendance at OASIS Meetings
- Minimum Number of Task Order Awards or Total Task Order Value to extend
- Unrestricted: 5 Task Order Awards/Total Value $100 Million
- Small Business Set-Aside: 3 Task Order Awards/Total Value $20 Million
- Acceptable Accounting Systems
- Cost Accounting Standards (requirement for unrestricted solicitation, except when task orders are firm-fixed-price or fixed-price with economic price adjustment not based on actual costs incurred.)
Should Your Company Respond to the OASIS RFP
As with any solicitation, thoroughly read the entire OASIS solicitation and attachments. Consider your company’s resources when reviewing qualifications, requirements, and post-award contract responsibilities. The question will not only be are you eligible to receive an OASIS MA-IDIQ Task Order Contract, but do you have the time and the resources to: 1) prepare a strong response and 2) meet post-award contract responsibilities.
