GSA Contract Sales Continue to Top $50B
FY 2025 Annual Sales Data Analysis
The GSA Multiple Award Schedule (MAS) Contract, frequently referred to as the GSA Schedule, continues to be the most widely used government contract vehicle.
The GSA MAS Contract closed fiscal year (FY) 2025 with $50.6 billion in total sales across more than 300 Special Item Numbers (SINs). While this is a slight decline of approximately 2.6% compared to fiscal year 2024, it is a strong showing for a year marred by Doge cuts. Additionally, the underlying SIN-level data shows nearly 40% of GSA MAS Contract SINs reported an increase in sales over fiscal year 2024.

Approximately 14,579 companies held a GSA MAS Contract in fiscal year 2025.
Key Findings at a Glance
- Total FY 2025 MAS sales reached $50.6B, down $1.4B (Approximately 2.6%) from FY 2024
- IT Professional Services (54151S) remained the single largest SIN at $13.1B, growing 2%
- Travel surged 20%, Transportation & Logistics grew 19%, Security & Protection rose 11%

In fiscal year 2025, companies that held a GSA MAS Contract took in more than $50 billion in sales. Sales were relatively flat between fiscal year 2024 and 2025, but have increased approximately 25% since fiscal year 2021.

The chart below illustrates the year-over-year comparison of GSA MAS Contract sales by Large Category. Here, the Travel Large Category takes the stage with both the highest sales increase ($230 million) and most significant percentage increase (20%) from 2024. The Travel Large Category is followed by the Transportation and Logistics Services Large Category, which reported the second largest percentage increase (19%), and the Security and Protection Large Category, which reported the second highest increase in sales ($175 million).
On the other side of the spectrum, the Professional Services Large Category reported the largest decrease in sales. This is not surprising, considering 2025 Doge cuts spurred a targeted review of consulting contracts last spring. Despite the additional scrutiny, which seems to have faded with time, Professional Services still accounted for the second highest sales within the GSA MAS Contract.
Small vs Other than Small
In fiscal year 2025, small businesses accounted for approximately 36% of total GSA MAS Contract sales. Keep in mind, these stats vary across Large Categories. Small businesses accounted for more than 50% of sales under the Transportation, Industrial, and Facilities Large Categories.
Federal vs State/Local
While the GSA MAS Contract was created for federal government agencies, the contract can also be used to sell to state and local government under certain circumstances. State and local government can purchase from specific IT and Security GSA Contract SINs at any time, and from any SIN for disaster preparation/recovery purposes.

As always, the top 10 SINs are dominated by the IT and Professional Services Large Categories. In fiscal year 2025, the IT Large Category accounted for approximately 46% of all GSA MAS Contract sales and 6 of the top 10 SINs.
The Professional Services Large Category ranks second in terms of sales and accounts for 2 of the SINs listed below. SIN 541611 includes a wide range of professional services, including management and financial consulting, acquisition and grants management support, and business program and project management services.
As with fiscal year 2024, the Lodging Negotiations and Facilities Maintenance SINs stand out as the only non-IT/Professional Services SINs within the top 10 list.

The chart below details the five SINs with the highest percentage increase in sales from fiscal year 2024 to 2025. Of the five SINs listed below, SINs 541519CSP, 518210FM, and 518210FM are the newest.
The Credential Service Providers (CSP) SIN was introduced in the final quarter of fiscal year 2024 and is off to a strong start.
SIN 518210FM, which was created in May of 2022, is broken down into subgroups. Following the SINs release, one of those subgroups was closed for 6 months for further analysis and updates. After a slightly rocky start, SIN 518210FM is now starting to gain traction.
SIN 541990, is the oldest of the “new” SINs. It is not uncommon for new SINs to take several years to ramp up. That is the case for SIN 541990, which is starting to show promise with fiscal year 2025 sales.
