GSA Refresh 15 Changes

When Will Refresh 15 be Released?

GSA issued Solicitation Refresh 15 today, January 18, 2023. Companies that hold a GSA Multiple Award Schedule (MAS) Contract should expect to receive a mass modification within the next week or so.

What is Changing with Solicitation Refresh 15?

GSA MAS Solicitation Refresh 15 includes a lengthy list of changes, both schedule-wide and Special Item Number (SIN) specific. SIN specific changes span the Facilities, Furniture, IT, Office Management, Professional Services, and Security Large Categories.

While the latest refresh includes some significant changes, the majority of Refresh 15 updates are more administrative in nature and do not have a substantial impact on most contractors.

Summary of Refresh 15 Changes

  • Schedule-Wide Administrative Changes Include:
    • A note providing clarification regarding the prohibition of remanufactured items with limited exceptions
    • Removal of references to an expired waiver for COVID-19
    • Incorporation of updated NAICS Codes
    • Incorporation of updated Small Business Size Standards
    • Incorporation of clauses and provision updates where necessary, through Federal Acquisition Circular (FAC) 2022-08 and GSAR Change 158
  • Schedule-Wide Price Proposal Template Changes
    • Added “Description Type” column
    • Added options to “Minimum Education” column
    • Added column to identify minimum education options
  • SIN 541611LIT, Litigation Support Services, revised to allow for stand-alone products
  • SIN 5619990, Document Destruction Services
    • Revised to remove unnecessary instructions
  • SINs 339940OS4, Office Products and Supplies, and 339940OVER, Overseas Office Products and Supplies
    • Updated obsolete clause in category specific attachment
  • SIN 561210FAC, Facilities Maintenance and Management
    • Revised to require two (2) project experience examples for Complete Facilities Maintenance
    • Revised to require three (3) project experience examples from the last two years for services related to Fire Alarm System Preventative Maintenance and Repair Services or Water Suppression Services
  • SIN 811310MR, Machine and Equipment Maintenance Repair
    • Expanded to include Machine and Equipment sales in addition to maintenance and repair
  • Packaged Office Subcategory
    • Revised to remove outdated note regarding CTAs
  • SIN 811212, Maintenance of Equipment, Repair Services and/or Repair/Spare Parts
    • Revised to specify that all parts and hardware maintenance/repair must be authorized by the OEM.
  • SIN 54151HACS, Highly Adaptive Cybersecurity Services (HACS)
    • Revised to include zero trust architecture.
    • Adding three new category specific attachments
  • SIN 518210FM, Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services
    • Reopens the Core Financial Management Solutions Subgroup, which had been closed to new offers since July of 2022
    • Removes the FedRAMP Ready minimum requirement under the Core Financial Management Solutions Subgroup
  • SIN 518210C, Cloud Computing and Cloud Related IT Professional Services
    • Added note that clauses 552.238-81 and 552.238-199 are further detailed in Acquisition Letter MV-21-06
  • SIN 562910RMI, Environmental Remediation Services
    • Corrected the SIN note to cite Exception 1 instead of Exception 2
  • SIN 541330EMI, Engineering Services Related to Military, Aerospace Equipment, Military Weapons, National Energy Policy Act of 1992, Marine Engineering or Naval Architecture
    • Corrected Exception numbering in the SIN note
    • Updated the size standard of the NAICS exceptions from $41.5 million to $47 million
  • SIN 541715AIR, Engineering Research and Development for Aircraft, Aircraft Engines and Engine Parts
    • Corrected the SIN note to cite Exception 1 instead of Exception 2
  • SIN 541715APM Engineering Research and Development for: Other Aircraft Parts & Auxiliary Equipment, Guided Missiles & Space Vehicles, Their Propulsion Units and Propulsion Parts
    • Corrected Exception numbering in the SIN note
  • SIN 541810ODC Other Direct Costs for Marketing and Public Relations Services
    • Changed to restrict ODCs to those provided by a third party
  • SINs 334519 Bomb and Hazardous Material Disposal; Metal and Bomb Detection, 336992 Non-Tactical Armored Vehicles and Vehicle Armoring Services, 332999 Law Enforcement Personal Equipment, 332216 Law Enforcement, Firefighting and Rescue Tools, Equipment and Accessories
    • Excludes the following items from being purchased by state and local government through Cooperative Purchasing
      • Firearm silencers/suppressors
      • Bayonets
      • Grenades (including stun and flashbang)
      • Grenade launchers
      • Explosives (except those for accredited bomb squads and explosive detection canine training)
      • Vehicles that do not have a commercial application, including all tracked and armored vehicles, unless the LEA certifies that the vehicle will be used exclusively for disaster-related emergencies; active shooter training scenarios; hostage or other search and rescue operations; or anti-terrorism preparedness, protection, response, recovery, or relief.
