When Will Refresh 15 be Released?
GSA issued Solicitation Refresh 15 today, January 18, 2023. Companies that hold a GSA Multiple Award Schedule (MAS) Contract should expect to receive a mass modification within the next week or so.
What is Changing with Solicitation Refresh 15?
GSA MAS Solicitation Refresh 15 includes a lengthy list of changes, both schedule-wide and Special Item Number (SIN) specific. SIN specific changes span the Facilities, Furniture, IT, Office Management, Professional Services, and Security Large Categories.
While the latest refresh includes some significant changes, the majority of Refresh 15 updates are more administrative in nature and do not have a substantial impact on most contractors.

- Schedule-Wide Administrative Changes Include:
- A note providing clarification regarding the prohibition of remanufactured items with limited exceptions
- Removal of references to an expired waiver for COVID-19
- Incorporation of updated NAICS Codes
- Incorporation of updated Small Business Size Standards
- Incorporation of clauses and provision updates where necessary, through Federal Acquisition Circular (FAC) 2022-08 and GSAR Change 158
- Schedule-Wide Price Proposal Template Changes
- Added “Description Type” column
- Added options to “Minimum Education” column
- Added column to identify minimum education options

- Revised to allow for stand-alone products

- Revised to remove unnecessary instructions

- Revised to require two (2) project experience examples for Complete Facilities Maintenance

- Expanded to include Machine and Equipment sales in addition to maintenance and repair

- Revised to specify that all parts and hardware maintenance/repair must be authorized by the OEM.

- Revised to include zero trust architecture.
- Adding three new category specific attachments

- Reopens the Core Financial Management Solutions Subgroup, which had been closed to new offers since July of 2022

- Vehicles that do not have a commercial application, including all tracked and armored vehicles, unless the LEA certifies that the vehicle will be used exclusively for disaster-related emergencies; active shooter training scenarios; hostage or other search and rescue operations; or anti-terrorism preparedness, protection, response, recovery, or relief.
