When Was GSA Refresh 25 Released?
GSA released Refresh 25 of the GSA Multiple Award Schedule (MAS) solicitation on March 25, 2025. This is the second refresh of the 2025 calendar year and the first refresh issued under the new administration.
What Changed with Solicitation Refresh 25?
Nearly all changes within Refresh 25 are related to Executive Orders issued by the new administration. Accordingly, refresh 25 includes the update of several clauses and Special Item Numbers (SINs) to remove language that does not align with recently issued Executive Orders, as well as the deletion of certain clauses. This includes the removal of language from the Solicitation that:
- References statutory and required Environmental Protections Agency (EPA) purchasing programs
- Requires representations of Affirmative Action compliance
- Requires representations of Greenhouse Gas Emissions and Reduction Goals

According to the changelog of the Services and Training Price Proposal Template and the Products Price Proposal Template, the PPTs were updated to reflect Refresh 25, but included no changes.
Updated Modification Guide
The MAS Modification Guide was updated to reflect Refresh 25.
Large Category Changes
All Large Category Attachments now include the language below within the General Information Section. Additionally, the IT Large Category instructions for all IT offerors was updated to remove reference to Energy Star and Electronic Product Environmental Assessment Tool (EPEAT) programs.
- Executive Order on Defending Women from gender ideology extremism and restoring biological truth to the federal government: In accordance with sections 3(e) and (g) of Executive Order 14168, “Defending Women from gender ideology extremism and restoring biological truth to the federal government” dated January 20, 2025, “[a]gencies shall take all necessary steps, as permitted by law, to end the Federal funding of gender ideology” and “Federal funds shall not be used to promote gender ideology.” Any products, services, or solutions that violate the aforementioned provisions of the Executive Order are excluded from the scope of the MAS program.
- Executive Order on Initial Rescissions of Harmful Executive Orders and Actions: In light of E.O. 14148, Initial Rescissions of Harmful Executive Orders and Actions, dated January 20, 2025, which revokes, among others, E.O.14057, Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability, the MAS program is removing all references to non-statutory sustainability requirements, programs, and preferences from its SIN instructions and descriptions.
- Executive Order on Ending Procurement and Forced use of Paper Straws: In accordance with Section 2 of E.O. 14208, Ending Procurement and Forced Use of Paper Straws, dated February 10, 2025, “[a]gencies shall take all appropriate action to eliminate the procurement of paper straws and otherwise ensure that paper straws are no longer provided within agency buildings.” Any products, services, or solutions that violate the aforementioned provisions of the Executive Order are excluded from the scope of the MAS program.

Refresh 25 includes a slew of SIN updates. These updates are mainly to remove references within the SIN description or SIN instructions to requirements that are no longer applicable per Class Deviation CD-2025-04 or CD-2025-05.
