When Was GSA Refresh 26 Released?
GSA released Refresh 26 of the GSA Multiple Award Schedule (MAS) solicitation on April 25, 2025.
What Changed with Solicitation Refresh 26?
The big headline from Refresh 26 is the 32 Special Item Numbers (SINs) that are being retired. While some of these SINs can be incorporated into other existing SINs, many can no longer be offered under the GSA Schedule. If your company offers cybsecurity solutions, you may be interested to know, there is now a new subgroup under the Highly Adaptive Cybersecurity Services (HACS) SIN for Incident Handling. Overview of Refresh 26 Changes
In addition to the below, Refresh 26 incorporates clause and provision updates, as necessary, through Federal Acquisition
Circular (FAC) 2025-03 and GSAR Change 196, excluding GSAR Change 187.

Expansion of Contract Price Lists Regulation Note
Refresh 26 includes changes to the I-FSS-600 Regulation note. The note previously stated products must be published for sale to either the GSA Advantage or the Text file, but were not allowed to be published to both GSA Advantage and the text field. This is still the case, but GSA revised existing language to clarify the text file is posted to “the GSA Advantage environment”, which includes GSA eLibrary and eBuy.
Additionally, there is now similar language for service offerings. All service offerings must be published to either: 1) a Price List generated by FCP; or 2) the Text File posted on the GSA Advantage environment; service offerings are not allowed to be published to both.
Retired Special Item Numbers
Refresh 26 includes the removal of 32 Special Item Numbers from the GSA MAS Contract. According to GSA, these SINs are being retired due to insufficient market demand or administrative costs that outweigh procurement benefits.
The offerings covered under 11 of the 32 retired SINs can be placed under other GSA MAS SINs. The offerings under 21 of the retired SINs can no longer be sold under the GSA MAS Contract. The chart below lists each of the retired SINs and the procurement channel that can now be used to sell the SIN offerings.
Price Proposal Templates (PPTs)
No refresh would be complete without updates to Price Proposal Templates. The Change Log tab details Refresh 26 updates to the Products PPT and Services and Training PPT for both Offer and Modifications.
Large Category Changes
All Large Categories
GSA is adding a note to the General Information section of all Large Category attachments to reiterate the following items are out of scope and will not be awarded under the GSA MAS Contract:
- Remanufactured (except toner)
- Automotive parts
- Personal hygiene items
- Fully assembled rotary-wing or fixed-wing aircraft
IT Large Category
In addition to the note above regarding out of scope items, the GSA IT Large Category now:
- Includes the following language in the General Information section:
- The use of Government data for the purpose of training artificial intelligence/machine learning models and systems is prohibited without explicit written authorization from the ordering activity contracting officer. Definition: Government data means any information, (including metadata), document, media, or machine-readable material regardless of physical form or characteristics that is created or obtained by the Government, or a contractor on behalf of the Government, in the course of official Government business.
- Includes the two new subcategories below. Please note, these are not new offerings under the GSA MAS Contract. The Cloud and Financial Management Services SINs have existed under the GSA MAS Contract and will be moved from the IT Solutions subcategory to their own new subcategories.

SIN Changes
Refresh 26 updates also impact the SINs listed below:
Furniture
- SIN 337127CI – Correctional Institution Furniture; and
- SIN 337127INT – International Furniture Products
- SIN instructions have been updated to remove the following, “Testing must be performed by one of the accredited test labs listed in the most current version of the purchase description 3QSAB 11-613A.” However, testing and test reports specified in purchase description 3FNE 99-582E is still required.
IT
- SIN 518210C – Cloud Computing and Cloud Related IT Professional Services
- The Cloud SIN was moved from the IT Solutions Subcategory to its own, new Subcategory, Cloud Services.
- The Cloud SIN description was revised to include “cloud based artificial intelligence/machine learning.
- SIN 518210FM – Financial Management Quality Service Management Office (FM QSMO) Core Financial Management Solutions and IT Professional Services
- The Financial Management SIN was moved from the IT Solutions Subcategory to its own, new Subcategory, Financial Management Services.
- SIN 54151HACS – Highly Adaptive Cybersecurity Services (HACS)
- Now includes a new subgroup option, Incident Handling and Event Management (IHEM). According to the updated IT Large Category, Incident Handling and Event Management (IHEM) “ensures that appropriate response activities are conducted when incidents and events are detected. These activities are meant to prevent or reduce impact to enterprise operations and/or security in accordance with multiple industry sources, including National Institute of Standards and Technology (NIST). Functionality includes monitoring organizational assets for deviations from expected activity;
detecting and declaring incidents and events; performing analysis, triage, and containment when necessary; and performing remediation and recovery steps.”
- Now includes a new subgroup option, Incident Handling and Event Management (IHEM). According to the updated IT Large Category, Incident Handling and Event Management (IHEM) “ensures that appropriate response activities are conducted when incidents and events are detected. These activities are meant to prevent or reduce impact to enterprise operations and/or security in accordance with multiple industry sources, including National Institute of Standards and Technology (NIST). Functionality includes monitoring organizational assets for deviations from expected activity;
Office Management
- SIN 339940OS4 – OS4 Office Products and Supplies
- The Letter of Compliance Attachment was updated.
Professional Services
- SIN 541611 – Management and Financial Consulting, Acquisition and Grants Management Support, and Business Program and Project Management Services
- The instructions for the optional Program Evaluations Services subgroup have been updated.
Security and Protection
- SIN 336413 – Aircraft Armoring and Helicopter Equipment
- The SIN now has instructions that state: “The award of rotary-wing or fixed-wing aircraft is explicitly excluded under this SIN. Offerors shall not submit proposals for the sale, lease, or procurement of fully assembled aircraft, including but not limited to helicopters and airplanes.”
