According to USASpending.gov, federal spending under NAICS code 541519 has increased from $17 billion in fiscal year 2019 to $25 billion in fiscal year 2023.
To get a more focused picture of the federal market for this latest IT SIN, we filtered awards under NAICS code 541519 to those that contain the keyword “credential services”. What are the Requirements to Get SIN 541519CSP
In addition to the standard requirement to obtain a GSA MAS Contract, companies must meet specialized requirements laid out in an 11-point list within the IT Large Category attachment. You can download the IT Large Category attachment from SAM.gov here. Companies must also meet the technical evaluation criteria below.
Technical Evaluation Criteria
- Offeror must either be listed on the Kantara Trust List or provide a letter from the Kantara Initiative, or other GSA approved third party validating NIST SP 800-63 assurance levels.
- For cloud-based providers, offeror shall hold a FedRAMP Moderate Authorization to Operate (ATO) or be “in process: (offeror must be listed on FedRAMP.gov)
- Offeror applying for inclusion on this SIN will be required to complete a Credential Service Provider (CSP) Capabilities Template located on idmanagement.gov.
- Additional requirements that shall be addressed in the Relevant Project experience narrative for SIN 541519CSP – Credential Service provider:
- Each completed example of project experience shall have been completed within the last two years. All examples of completed services shall have been NIST SP 800-63
compliant identity proofing, credential management, and/or authentication projects. - Provide customer/agency name, dates, detailed description and background information on the project or projects presented to demonstrate CSP expertise.
- Outline how the project or projects are related to SIN 541519CSP.
- Each completed example of project experience shall have been completed within the last two years. All examples of completed services shall have been NIST SP 800-63
