The GSA Multiple Award Schedule (MAS) Contract has a new Special Item Number (SIN) under the IT Large Category. SIN 541519CSP, Credential Service Providers (CSP), was released with Refresh 21 on May 28, 2024.

The SIN is designed to help government agencies meet “National Institute of Standards and Technology (NIST) Special Publication (SP) 800-63 requirements and digital identity compliant services”. To provide credential services under the new SIN, companies must meet specific instructions and requirements.

Potential Federal Market for Credential Services

The new Credential Service Providers SIN corresponds with NAICS code 541519, Other Computer Related Services. This NAICS Code is shared with seven other IT SINs. According to USASpending.gov, federal spending under NAICS code 541519 has increased from $17 billion in fiscal year 2019 to $25 billion in fiscal year 2023.

To get a more focused picture of the federal market for this latest IT SIN, we filtered awards under NAICS code 541519 to those that contain the keyword “credential services”. Keep in mind, this does not necessarily represent the full market. However, you can see in the chart below, awards with the keyword “credential services” are a small, but rapidly growing subset of NAICS code 541519 awards. Contract awards under NAICS code 541519 with the keyword “credential services” were averaging approximately $6 million annually. That is until fiscal year 2023, when awards skyrocketed to $36 million. While not depicted in the chart below, the Department of Veterans Affairs accounts for the largest amount of these awards with $18.83 million.

The new SIN will help government agencies quickly identify credential service providers that have been vetted against the government’s standard requirements. If your company offers credential services and meets the requirements, obtaining SIN 541519CSP will place your company in a better position to capture bids as agencies look to acquire NIST 800-63 compliant services.


How to Provide Credential Services Under the GSA Schedule

If you already hold a GSA Multiple Award Schedule (MAS) Contract, you can submit a modification to add the new SIN to your existing contract.

What are the Requirements to Get SIN 541519CSP

In addition to the standard requirement to obtain a GSA MAS Contract, companies must meet specialized requirements laid out in an 11-point list within the IT Large Category attachment. You can download the IT Large Category attachment from SAM.gov here. Companies must also meet the technical evaluation criteria below.

Technical Evaluation Criteria

  1. Offeror must either be listed on the Kantara Trust List or provide a letter from the Kantara Initiative, or other GSA approved third party validating NIST SP 800-63 assurance levels.
  2. For cloud-based providers, offeror shall hold a FedRAMP Moderate Authorization to Operate (ATO) or be “in process: (offeror must be listed on FedRAMP.gov)
  3. Offeror applying for inclusion on this SIN will be required to complete a Credential Service Provider (CSP) Capabilities Template located on idmanagement.gov.
  4. Additional requirements that shall be addressed in the Relevant Project experience narrative for SIN 541519CSP – Credential Service provider:
    1. Each completed example of project experience shall have been completed within the last two years. All examples of completed services shall have been NIST SP 800-63
      compliant identity proofing, credential management, and/or authentication projects.
    2. Provide customer/agency name, dates, detailed description and background information on the project or projects presented to demonstrate CSP expertise.
    3. Outline how the project or projects are related to SIN 541519CSP.
