How Much Did the Army Spend Under the GSA/VA Schedule in FY 2025? $1.9 Billion
In fiscal year 2025, the Army awarded $107 billion in contracts, with nearly $1.9 billion under the GSA Multiple Award Schedule (MAS) Contract (the GSA Schedule) and VA Schedule. Its GSA Schedule spending looks markedly different from its overall contracting: it is services-heavy, weighted toward small businesses, and concentrated in a handful of contracting offices.

Army awards under the GSA Schedule fell 13% in fiscal year 2025 from the 2024 peak of $2.17 billion, but remain 9% above FY2021. The decline was concentrated in facilities support services (down $195 million), while management consulting was flat.

Business Size
In fiscal year 2025, the Army spent nearly $26 billion in total federal contract awards with small businesses. This is more than any other federal sub-agency in fiscal year 2025, and more than $2 billion more than the next highest spending sub-agency, the Defense Logistics Agency (DLA).
Out of total federal contract awards the Army spent 24% through small businesses. However, Army spending is much more small business friendly under the GSA/VA Schedule. In fiscal year 2025, more than 58% of Army awards under the GSA/VA Schedule went to small businesses.

Top NAICS Codes
The Army’s top NAICS codes under the GSA Schedule continue to diverge from Army-wide contract awards. Across all contract vehicles, the Army’s largest categories are manufacturing and construction: guided missiles ($13.0 billion), commercial building construction ($7.8 billion), and ammunition ($6.2 billion).
Under the Schedule, nine of the top ten codes are services, led by engineering services ($332 million), research and development ($236 million), and management consulting ($230 million). Only three codes appear on both top-ten lists (engineering services, R&D, and facilities support services).

Alabama, home to Redstone Arsenal, leads by a wide margin with about 35% of the total, and Georgia also ranks in the top five. Army GSA Schedule awards are highly concentrated. The top two offices, both in Huntsville, Alabama, account for 57% of all Army awards under the GSA Schedule, and the top ten account for 81%. Small business awards vary widely by office, from 3.5% at ACC-Aberdeen Proving Ground to 99.8% at the Fort Bragg contracting office.
