When Will Refresh 12 be Released?
GSA is preparing to issue Solicitation Refresh 12 on May 16, 2022. It will be the third refresh in three months.
What is Changing with Solicitation Refresh 12?
GSA Multiple Award Schedule (MAS) Solicitation Refresh 12 will include two changes, highlighted below. Additionally, Refresh 12 is providing advanced notice that two Special Item Numbers (SINs) will be retiring soon.
Summary of Refresh 12 Changes
- Refresh 12 is expanding the Startup Springboard from the IT Large Category to all Large Categories
- The latest refresh is also introducing a new IT SIN, 518210FM, which will include financial management solutions in relation to cloud computing services and cloud related IT professional services
- SINs 561210FS Facilities Support Services and 541519CDM Continuous Diagnostics and Mitigation (CDM) will be closed to new offers and SIN addition modifications on June 1, 2022 and will officially retire with the release of Refresh 13 on June 30, 2022.
SIN 518210FM
The GSA MAS IT Solutions subcategory is expanding with the addition of SIN 518210FM, Financial Management Quality Service Management Office (FM QSMO) Core Financial Management (FM) Solutions and IT Professional Services. The new SIN has been developed in partnership with the Department of Treasury to help facilitate the Treasury’s 10-year plan to shape and modernize federal financial systems.
SIN 518210FM Subgroups
According to the draft Solicitation, SIN 518210FM will consist of the four subgroups detailed below. If your company is interested in offering financial management solutions under the SIN, you can submit under one or more of the subgroups.
Similar to the Cybersecurity HACS SIN, your company will need to pass a technical evaluation to be approved for the SIN. The technical evaluation for SIN 518210FM will be conducted by the Department of Treasury’s Financial Management Quality Service Management Office Program Management Office(PMO).
While you will submit your proposal or SIN addition modification like normal, your technical evaluation package will be sent to the Department of Treasury for review. Your GSA Contracting Officer will then use the Department of Treasury’s recommendation in making an award. Depending on the subcategory you are pursuing, the technical evaluation alone is estimated to take 20 to 60 days, depending on the subcategory and offering.
- Core Financial Management Solutions (Core FS)
Timeframe for Technical Evaluation ~ 60 Days
Partially pre-configured commercial financial management software suites offered in a cloud environment. Core FS offerings that are determined acceptable to meet or exceed Core FS functionality scope and Financial Management Capability Framework (FMCF) standards and that can accommodate agency-specific business needs. Items within scope of this subgroup: cloud computing services. - Additional Financial Management (FM) Solutions
Timeframe for Technical Evaluation ~ 20 Days for Services Only/40 Days for all Others
Business capabilities that augment those provided by the Core FS Baseline Solution and have a direct correlation to one or more Federal Financial Management (FFM) functions or activities. Includes cost management solutions, reporting tools, business information exchange (BIE) solutions, FM business analytics and intelligence. Items within scope of this subgroup: products and professional services/labor categories. - Financial Management (FM) Service/Solution Adoption and Transition Services
Timeframe for Technical Evaluation ~ 20 Days for Services Only/40 Days for all Others
Services in identifying, selecting, acquiring, migrating to, and using FM QSMO Marketplace offerings effectively and efficiently. These services may also be needed when extensive or complex FM solution/service changes are released, or significant functionality is removed. Includes strategy and planning, FM data conversion and migration, IV&V, readiness assessments, integration support, project management, and FM solution/service testing. Items within scope of this subgroup: products and professional services/labor categories. - Financial Management (FM) Technology Operations Support Services
Timeframe for Technical Evaluation ~ 20 Days for Services Only/40 Days for all Others
support and assist with technology implementation and operations. includes FM technology development, testing, implementation, operations, and maintenance support, information exchanges between FM solutions and services and agency mission systems, service desk, related ancillary training, and support for legacy core financial systems. Items within scope of this subgroup: products, training and professional services/labor categories.
What Should GSA Contractors Know About Refresh 12?
Most GSA Schedule Contractors expect a mass modification to accompany each Solicitation Refresh. That will not be the case with Refresh 11 or 12. GSA explained that the changes included in Refresh 11 and 12 do not require a mass modification.
