What is the Texas Multiple Award Schedule Program

The Texas Multiple Award Schedule (TXMAS) is a state contract managed by the Texas Comptroller of Public Accounts (CPA), Statewide Procurement Division’s (SPD). TXMAS is the main procurement vehicle for non-IT goods and services for Texas. The contract helps meet the needs of eligible Texas state agencies and registered Texas SmartBuy members.

TXMAS is similar to the General Services Administration (GSA) Multiple Award Schedule (MAS) program, but specifically tailored to Texas state procurement regulations.

How TXMAS Works – Base Contract

TXMAS is designed to help meet the needs of Texas state and local government by streamlining the procurement process with pre-approved vendors at pre-negotiated prices. If your company would like to obtain a TXMAS contract, you must first have what is known as a “base contract”.

Your base contract is an active government contract that meets specific criteria. The Texas Statewide Procurement Division uses the pricing awarded in your base contract to determine pricing for products and/or services offered under TXMAS.

While the GSA Multiple Award Schedule (MAS) Contract isn’t the only eligible base contract, it is the most widely used base contract for TXMAS. If you would like to use a different contract as your base, it must meet the criteria below.

TXMAS Base Contract Requirements

(1) Awarded by the federal government or other governmental entity,
(2) Awarded using a competitive process, and
(3) Adaptable to the laws of the state of Texas

If you are looking outside of the GSA Multiple Award Schedule for a base contract, you should know the Texas Statewide Procurement Division “reserves the right to accept or deny any submitted base contract deemed to be unacceptable at the time of review.” The contracts listed below are just a few examples of contracts not accepted as base contracts.

What Can You Sell on the TXMAS Contract?

Before pursuing a TXMAS Contract, you should be aware of the products and services that are not permitted. You cannot sell IT products or services, consulting services, or certain professional services such as engineering and architecture services under TXMAS.

  • Texas Public Universities
  • Texas SmartBuy (TSB) Members

Eligible Texas State Agencies include the Texas Senate, House of Representatives, and Court of Appeals, as well as the Texas Veterans Commission and Parks and Wildlife Department. The full list of eligible Texas State Agencies is updated as needed and can be found here.
