GSA’s Transactional Data Reporting is a pilot program available to GSA Multiple Award Schedule (MAS) contractors who hold certain TDR-eligible Special Item Numbers (SINs). While we see TDR as program that is here to stay, it is still in the pilot stage and has yet to expand to all GSA MAS SINs.

Background on TDR Expansion
Back in 2022, we wrote about GSA’s plan to expand Transactional Data Reporting to all GSA Multiple Award Schedule (MAS) Special Item Numbers (SINs). Unfortunately, the plan to expand morphed from imminent to stalled, to what was beginning to feel like a permanent hold.
What changed? The cause of the hold can be attributed, at least in part, to the Office of Inspector General’s (OIG) harsh criticism of TDR. This criticism was detailed in multiple OIG audit reports that emphasized the OIG’s concern for the quality and usage of data collected through TDR. To understand the OIG’s concerns, it is helpful to know TDR supports the government-wide Category Management initiative, as well as the more recent Better Contracting Initiative. Both initiatives rely heavily on data analysis, which explains the importance of TDR’s data quality and usage.
GSA responded to the OIG by disputing the audit findings and reaffirming their commitment to expanding TDR. However, 2022 and 2023 passed by as contractors waited for general updates. GSA shared that they were working on establishing the internal framework to ensure a smooth transition to full access to TDR. This involved finalizing system and data enhancements, as well as training GSA’s acquisition workforce on the differences between a TDR contract requirements and a non-TDR contract requirements.
In February of this year, GSA unveiled a new and detailed TDR Maturation Strategy, providing proponents of TDR with renewed optimism for the expansion of TDR.
GSA’s TDR Expansion Plan
Earlier this year, GSA shared the details of their TDR Maturation Strategy, which is designed to improve both TDR data quality and usage, as well as laying out a path for TDR expansion. Part of this strategy involves grouping Multiple Award Schedule SINs into four classifications of data maturity, ranging from most mature to least mature:
- Non-Configurable Products
- Highly Configurable Products
- Service Contract Act (SCA)/Service Contract Labor Standards (SCLS) Services
- Professional Services
GSA is evaluating each SIN within the four classifications against a set of “rigorous expansion criteria” detailed in the image below. This criteria focuses on improving data quality and data usability, which addresses issues raised by the OIG. If GSA determines SINs meet the expansion criteria, like they did recently with 67 non-configurable product SINs, they will issue a solicitation refresh to implement the expansion.
Non-Configurable Products (110 SINs)
67 SINs Now TDR-Eligible as of Refresh 22
This is the most mature group and includes 110 SINs made up of non-configurable products with standard options. Of these 110 SINs, 31 were already TDR-eligible, and GSA recently determined that 67 additional SINs met the expansion criteria. The TDR pilot was officially expanded to these 67 SINs with the release of Refresh 22. You can view the newly added SINs in the chart below, or view all TDR-eligible SINs here.
Highly Configurable Products
This group consists of 68 SINs, none of which are currently eligible for the TDR pilot. The current focus for this group is catalog structure.
Service Contract Act (SCA)/Service Contract Labor Standards (SCLS) Services
This group consists of 41 SINs, only three of which are currently TDR-eligible. The current focus for this group is wage determinations.
Professional Services
This group consists of 98 SINs, only six of which are currently TDR-eligible. The current focus for this group is catalog elements.
