On Monday, the General Services Administration announced plans to move office relocation services from the GSA Transportation Schedule 48, to the GSA Comprehensive Furniture Management Services (CFMS) Schedule 71 II K.
The Office Relocation Special Item Number (SIN) 653-8 is currently under Schedule 48, but will be merged into SIN 712-3 under Schedule 71 II K. In preparing for the move, GSA renamed SIN 712-3, “Office Relocation/ Reconfiguration Management Solutions”.
Non-office related relocation services will remain on Schedule 48. This includes, SIN 653-1: Relocation Service Package and SIN 653-3: Relocation Software, Technology Tools and Services.
GSA has made significant changes to the Schedules Program in the past. The agency merged seven GSA Schedules into one a few years ago and consolidated SINs under the Hardware Schedule earlier this year. However, the move and merger of a SIN to a different Schedule is a fairly uncommon occurrence.
How Does This SIN Move Impact Companies?
- If your company currently offers services under Schedule 71 II K, SIN 712-3, aside from needing to accept the mass modification when Schedule 71 II K is refreshed, you should be largely unaffected.
- If your company currently offers services under Schedule 48, SIN 653-8 (the SIN being deleted), and does not hold any other SINs under Schedule 48, you will have to submit a modification to delete SIN 653-8 and add SIN 712-3 after GSA “lifts and shifts” (GSA’s words) your contract to Schedule 71 II K. As of right now, GSA plans to relocate contracts effective July 1, 2018. Companies affected will then have until September 29, 2018 to submit the required modification.
- If your company currently offers services under Schedule 48, SIN 653-8, and also holds other SINs under Schedule 48, you will no longer be able to offer office relocation services after October 1, 2018 (the date GSA plans to delete SIN 653-8). Unfortunately, the “lift and shift” option will not be available to you. You will have to submit a proposal to obtain a Schedule 71 II K Contract if you would like to offer office relocation services under the GSA Schedule. As of right now, GSA has not mentioned any streamlined process for these companies.
