Earlier this month, the General Services Administration (GSA) made a few changes to the GSA Multiple Award Schedule (MAS) Office Management and Human Capital Large Categories. These changes include:
- Creating Two New Special Item Numbers (SINs): 561110 and 541612LOB
- Moving the Temporary Staffing SIN 561320SBSA from the Human Capital Large Category to the Office Management Large Category and Office Services Subcategory
- Merging SINs 541612OPM and 541612PSSC into SIN 541612LOB
New SIN 561110 – Office Administrative Services
Large Category: Office Management
Subcategory: Office Services Subcategory
SIN Description: Includes a range of turnkey day-to-day office administrative support services, such as clerical/secretarial functions, data entry, payroll administration, recordkeeping, travel preparation, scheduling, notetaking, meeting management, drafting memos/notes/letters,purchasing/requisitioning supplies, and logistics. As of today, no companies have been awarded under the SIN.
Why Did GSA Create SIN 561110?
During a webinar last month, GSA explained that the Schedules Program was under performing for sales under NAICS code 561110, Office Administrative Services. According to GSA, companies that held a GSA Schedule Contract were taking in approximately 60% of awards under NAICS code 561110. However, less than half a percent of NAICS code 56110 awards were actually being placed through a GSA Contract, indicating agencies couldn’t find Office Administrative Services under the GSA Contract.

Software, technology, systems and related solutions. Services and products offered under this SIN must be in support of one or more of the 15 Functions/ 54 Subfunctions in the Human Capital Lifecycle. Please see the Human Capital Business Reference Model (HCBRM) for a full list of these functions, or refer to the other SINS in this category. Why Did GSA Create SIN 541612LOB?
SINs 541612OPM, Private Shared Service Center for Core HR Services, and 541612PSSC, Private Shared Service Center for HR Services, had very specific software requirements that are no longer applicable. GSA combined and updated these two SINs to create SIN 541612LOB in support of OPM’s Human Capital Business Reference Model.
