GSA Cloud SIN Sales Approach $2 Billion Ahead of Government-Wide Cloud BPA
The General Services Administration (GSA) added Cloud Computing Services as a stand-alone Special Item Number (SIN) under the GSA Schedule Program in April of 2015.
Over the past six years, the GSA Cloud SIN has grown exponentially. The number of companies offering services under the Cloud SIN increased from less than 40 contractors in fiscal year 2016 to nearly 360 contractors today. As illustrated in the chart below, sales increased steadily from fiscal year 2016 to 2020, and then more than doubled between fiscal year 2020 to 2021.

In fiscal year 2020, companies classified as small businesses accounted for 61% of GSA Cloud SIN Sales. However, looking at fiscal year 2016 to 2021 as a whole, small businesses accounted for approximately 36% of Cloud SIN sales, as shown in the chart below.

GSA Cloud SIN State & Local Sales
The GSA Schedule Contract was created to streamline purchasing for federal agencies, however there are programs that allow state and local government to use the contract. Cooperative Purchasing allows states to buy certain IT and security solutions – including any solutions offered under SIN 518210C – from the GSA Schedule at any time. In general, GSA Schedule sales to state and local government buyers are minimal compared to federal sales. That said, Cloud SIN sales to state and local government jumped significantly in fiscal year 2020 to reach more than $6.4 million. While sales dropped between fiscal year 2020 and 2021, companies still reported a healthy $2.9 million in sales to state and local government buyers under the Cloud SIN in fiscal year 2021.

Which Agencies Are Likely Buying Cloud Services?
GSA Contract holders report sales down to the SIN level, however they do not publicly report details regarding their buyers. Government contracting officers report on a wide range of contract award details, but unfortunately GSA Schedule SIN is not included in their reporting.
In order to get an idea of which agencies may be using the GSA Cloud SIN, we took a look at federal contract awards reported under the NAICS code that corresponds with the Cloud SIN — NAICS Code 518210, Data Processing, Hosting, and Related Services. We also narrowed down awards to those categorized as “FSS” or Federal Supply Schedule, which is the GSA and VA Schedule Contract.
It is important to note, NAICS Code 518210 is also associated with two other GSA Schedule SINs, and individual agencies may classify cloud computing services under different NAICS codes. While this method is not perfect, it paints a partial view of potential Cloud SIN buyers.

Looking Ahead – Government-Wide Cloud BPA
GSA plans to award a Government-Wide Cloud Multiple Award Blanket Purchase Agreement (BPA) in three phases throughout 2022. To be considered for any of the pools, a company must hold a GSA Multiple Award Schedule (MAS) Contract with the Cloud SIN 518210C.
